fetch_worker_metadata: Add new orchestrator plugin to retrieve worker metadata

This new plugin retrieves the worker's metadata that is stashed away in a ConfigMap
on the cluster.  The worker metadata is collected on the orchestrator and passed
along to the koji_import plugin.

The plugin is small and straight forward.  It has two parts.  The first is to
retrieve the results from the build_orchestrate plugin.  The second is to inherit
the workspace from the same plugin.  By inheriting the workspace, the plugin
avoids having to recreate the connection to the cluster.

A test case was added to test the plugin.

The changes require get_worker_build_info() changes and the 'save metadata' changes.

A stub case for osbs.get_config_map was added to the test case, but could use some
attention.

     style cleanups
     change -dm to -md
[v3] switch to get_data_by_key API
