koji_upload: Add new plugin for worker

This is a new plugin that will replace koji_promote.  It uploads the
images to koji and then passes metadata back to the orchestrator
for further processing.

Most of the code is copied from koji_promote with some changes to use
the new create_config_map API with OSBS.

The bulk of the changes are pure search-n-replace of 'promote' ->
'upload'.  Including the unit test.

The unit test creates a new MockOSBS classs to create stub osbs storage
for the create_config_map API call.  The storage is used to read back
the metadata and verify its contents.
