[parform] Increase PF_PACKSIZE from 1000 -> 1600

This is an easy workaround to resolve the problem that ParFORM doesn't
work with Forcer: the topology recognition requires massive broadcasting
of $-variables > 125KB. Changing PF_PACKSIZE from 1000 to 1600 increases
the limit 125KB to 320KB on LP64/LLP64 systems (see also #141).
