global: don't cache downloads, safe YAML load/dump, upgrade validator

* download: always recreate conversion for unfinished submissions since a new upload might have been made.
* yaml: always use SafeLoader and SafeDumper or preferably the corresponding LibYAML classes if installed.
* validator: upgrade to version 0.1.16.
* about: demote people no longer active and add David Caro.
* json: add yoda to list of formats given in access_urls.
* help: add link to hepdata-validator from Submission Help.
