Refactor WriteGolangComment()

WriteGolangComment() has been rewritten, and is now an io.WriteCloser
returned by GolangCommentWriter().  Users of this functionality can
now easily use it anywhere an io.Writer is expected.

The new version is more correct, and doesn't produce trailing
whitespace on each line.

I've also added some basic unit tests.
