Add co_nutate function and split obliquity function (#26)

* Initial commit

* Create main co_nutate file (without obliquity being called)

* Add co_nutate function

Implements obliquity. Unlike the IDL AstroLib routine, the output here for right ascension and declination is in degrees
rather than arcseconds for more consistency.

* TODO.md: Remove co_nutate from list.
* docs/src/ref.md: Add co_nutate entry to the manual.
* src/utils.jl: Add co_nutate entry to "utils".
* src/co_nutate.jl: Contains code of co_nutate function.
* test/util-tests.jl: Include tests for co_nutate.

* Use hypot

Use the mathematical function hypot(x,y) to avoid overflow and underflow

* Split obliquity into two functions

* Add code, references and tests for the the functions: mean_obliquity and true_obliquity
* Modify function call of co_aberration and co_nutate to the desired child of obliquity function
