✨ Implement most wanted --resume option feature. (#85)

* ✨ Implement most wanted --resume option feature.

1. str2bool utility function for recognizing `yes_no`
2. make --resume a bool type option that takes `yes/no` arguments.
By default it's `None`. Ask for start over when existing run found only
if --resume wasn't specified.
3. Tests for that.

* 📚 Document new resume option.

* ♻ Refactor resume option into two different flags.

Resume option is now canonical two flags arguments.️

* 📚 Updated documentation for resume flag.

* 💄 Line too long fix for help string

* ♻️ Recycle unnecessary utils function.

* 🚨 Test for creating context file scenario
