[travis-ci]: stick with Devel::Cover 1.23 on older perl

The reason for this is this dying message from Devel::Cover

    Devel::Cover 0.001 is not supported on perl 5.008009.  The last version of
    Devel::Cover which was supported was version 1.23.  This version may not work.
    I have not tested it.  If it does work it will not be fully functional.

It is also stated in the Changes of Devel::Cover that old perls are unsupported:

    Release 1.24 - 18 April 2017
     - Work with 5.25.x (op_sibling) (Dan Collins, Matthew Horsfall) (github 162).
     - Perl versions below 5.10.0 are now unsupported.
