MainViewport navigate to '/' after all panels removed

When a situation arises where all panels/content has been removed from
the main viewport, rather than sitting at a blank/useless UI, it will
redirect to '/' by default. This really only applies to module
direct/navable special cases.

Also updated close_on_destroy option to work with 'direct' mode and with
the new redirect logic this results in nice/expected behavior when
deleting a single page AppDV record that has been loaded using direct

(set dev version 1.3000_02)
