Make the get_build_logs API method also return encoded bytes

To achieve this, stop using the response's 'text' property which
attempts automatic decoding (and gets it wrong) and instead use
'content'.

When handling JSON data, determine the encoding in use using
requests.utils.guess_json_utf().
