tests: Add testing for build_image and build_imagestream input combinations

A recent change was added to reject a request if both build_image and
build_imagestream are provided.  A test was added in tests/build_/build_request.py.

I just added a similar patch higher up in tests/test_api.py that does
a similar thing but tries to mimic a user action.

My only argument for adding this redundant test case is in case the backend
changes and the api takes a slightly different internal path.

It adds three test cases:

build_image only
build_imagestream only
both images

The last one should fail.
