Commit Message

Address the local Administrator account by its local name.

This too is needed to support non-English versions of Windows, as well
as English installations which have had the built-in administrator
account renamed via Group Policy. Since the well-known SID of
Administrator has a system-dependent part and therefore cannot simply
be hardcoded into the manifest, retrieve the right name from Facter.
This as of June 2017 still requires a custom fact, borrowed from
