Translation handling improvements & fixes
* translations.py: renamed TranslationQuantifer to TranslationQuantifierHandler
* translations.py: reworked the handling of individual quantifiers into class instances, which now can also support quantifiers with an arbtiary amount of arguments to fix issues with future poe versions
* translations.py: moved the install_data_dependant_quantifiers to the module level
* translations.py: added support for reminderstring
* translations.py: parsing error will now also show the ids of the translation segment it appeared in
* dat.specification.ini: WorldAreas.dat -> renamed MonsterLevel to AreaLevel
* exporter/core.py: moved the config setup to a function so it can be called from tests
* fixed tests that required cli config
* added reminderstring testcase
