AuthCore: client can set its own redirect via ?to=

The client can now set its own post-auth redirect target via setting the
query string param 'to' on the login page. For instance, accessing the
login page via this URL would redirect to '/some/page' after successful
login:

 /auth/login?to=/some/page

Also added new controller action '/auth/to_referer' which will
automatically redirect to a '?to=' login using the supplied referer.
This allows a page to link directly to '/auth/to_referer' to login and
take the user back to the page they came from

Also added '/auth/logout_to_referer' which does the same thing, but take
the user back while logging out.

Added new template rapidapp/public/log_in_out_control_referer.tt mainly
for reference. Works just like log_in_out_control.tt but uses
/auth/to_referer instead of /auth/login and /auth/logout_to_referer
instead of /auth/logout
