[WIP] Split page-type content blocks into new controller and route

Refs #406

This work sets up #406, the ability to edit the Terms of Use page in the UI, in a way that does not crowd the UI with too many controls.

This branch is still missing specs and i18n consistency -- I would like early feedback on my approach before I get in too deep.
