Don't try to enable/disable features unless it's necessary

This should hopefully remove the chance of race conditions in the Flipper
gem when we needlessly re-set the Flipper::Gate in the database, which we
were seeing because of this initializer being re-run a lot during rake
tasks like xapian indexing.
