#213 Add support and unit tests for work-creator API

Expose the WorkCreator API endpoint for managing GLAMkit
work-to-creator relationships, and add unit tests to
exercise this API.

Also improve `build_item_data` unit test helper method
to more intelligently override values in nested dicts.
