Allow collector view without owning for omniscient

The failing test of collector, no omniscience has been left as a
reminder than these new models *will not work* without either the admin
or omniscient permission as they do not have a Model.objects.for_user
method. We need to fix this in master.

I'm also concerned that we aren't deleting OAuthUser's between tests. As
we often use the same token for these users I think this might be giving
us false positives.

I'm going to work on these separately to this and open a pull request
for comments/in case people want to base of the completed omniscience
  work.
