feat(testSystem): support serving and protractor testing in single command

Simplify Confit integration testing as a result of using npm-run-all -p -r to run server and
protractor in parallel

BREAKING CHANGE:
The `npm run test:system` command has changed. You no longer need to start a web server in a separate process.
