Ensure public translations fall back to default locale

When a translation is missing in one of the contributed locales, we
want to make sure the corresponding translation from the default
locale is displayed.

* For `I18n.t` calls from Ruby code, this already is the default
  behavior if `config.i18n.fallbacks` is set to true. In standard
  Rails apps, this is the case in production.

* Inside the editor, translations of all locales are present via
  `i18n-js`. Here we need to set the `fallbacks` option to true, to
  ensure the default locale is used.

* In publishe entries, `i18n-js` is initialized only with the
  `pageflow.public` translations of the current locale. We need to
  manually merge the corresponding translations from the default
  locale since fallback does not work for namespace lookups.
