[test] add unit tests for metrics and streaming

Add unit tests for `util.Metric` (along with its usage) and for the
expected flow of calls during metric streaming, fixing a number of
issues in the process:
* fix unicode handling on test_commands
* add equality methods to metrics and metric types
* fix parameter handling for non-standard metrics, not appending the
load zone identifier automatically
* revise docstrings and minor tweaks
