Remove Text plugin DB migration that should be ignored

Per fd8b2c79 we should ignore DB migrations for
Text plugin `style` field` changes made by downstream
projects, presumably including the project template.

This changes removes one such DB migration, which
referred to another 0003* DB migration which is
explicitly ignored by the file at:

   icekit/plugins/text/migrations/.gitignore
