Reinstate correct treatment of wrapping limits.

After recent refactoring, "wrap_header_cells_to" and "wrap_body_cells_to", when
passed non-nil values, were treated as though the number of subrows printed
had to be that number even if that was more than what was required to accommodate
the cell contents.
