RedirectDb: Add public methods, refactor tests

checkOwnership and updateProperty are now both public methods of
RedirectDb. New tests exercise these methods directly, and redundant
tests have been removed from the suites for other methods, except for
failed ownership checks to ensure that errors from the new methods are
propagated correctly.
