Conversions to use common time standard amongst readers.

* Removed some commented out code while checking IMage2DReader. It should be noted that the reader relies on the test file having a particular naming structure, which has been broken. Need to touch base with Nick to find what original name was.

* This commit adds some functional tests for Image2dReader
Added some very spartan unit tests for Image2DReader
Renamed noaa_p3 test file to contain time string.

* Converted get_epoch_time to actually return an integer representation of epoch time.

* Converted indents in JWDReader to spaces. Not sure who set them to tabs.

* Converted ParsivelReader to emit epoch time. Updated Unit tests to reflect this.

* Converted ParsiveLNasaGVReader to use epoch time instead of datetimes.

* Cleaned up tests for parsivelnasagvreader to get rid of an extraneous print statement.

* Fixed a bug where time was getting double nested.
Added ifloods case as a test file for ParsivelNasaGVReader

* Corrected Time string in test for 10 entries in ifloods case for nasa gv apu reader.

* Added a test file for ARM impact disdrometer reader

* Added JWD Impact reader for ARM Data

* Added unit tests for Image2dReader and DropSizeDistribution

* Reworked ARM_APU reader to work with newer formats. Need to revisit some old formats to see how consistent ARMS standards are for the pars2

* Removed unreachable line

* Fixed a bug in JWDReader caused by rebase

* Modified tests for parsivel reader to be compliant with both py2 and 3
