Ensure tests work across all supported versions

- `--colors` flag does not accept an argument in v4, and, in fact,
  raises an error if one is received. Updated `composer test` to remove
  the value that goes with it. Unfortunately, this means the output is
  only colorized when run against PHPUnit 4. I tried doing something
  creative with `phpunit --version | grep "4\.[[:digit:]]"`, but this
  did not work properly across all shells.
- Moved CS checks and docs deployment to PHP 7 (locked) env.
- Added PHP 7.1 jobs; 7.1 (locked) does test coverage now.
