json: Factor out WrapJSONRequestHandlerFunc from MakeJSONAPI

This enables easy setup of request IDs, logging and so on through this
common code path but allows others to manually handle writing to the
http.ResponseWriter if they so require. An example is the Matrix.org
homeserver media download API.
