Clean up ElasticBeanstalk specs

* Tweak DummyContext constructor so that env can be set upon
  initialization
* We use this new ability to set ENV for the specs (via `let`)
* Instead of `#version_description`, we test how the description is
  set by examining the hash passed to
  `Aws::ElasticBeanstalk::Client#create_application_version` instead.
* Note that we tweaked the case where the description is changed;
  ✌ (\u270c) is printable, so we use \a (visual bell; \u0007)
  instead
