cover.sh: Track coverage of test imports

The cover.sh script was previously not tracking coverage of packages
imported only from test code of a certain package. For example, the
tests for x/config exercise the transport-specific configuration
integration. Without this, we get no coverage here despite having tested
those code paths.

This change fixes the cover.sh script to account for both, TestImports
and XTestImports (imports from "foo_test" packages).
