Tidied up, new DB focus, tests.

Tidied up the README. This won't be registered with PyPI so no point in
having thsoe badgets in README.md.

Using XMLRPC API instead of parsing the HTML. Started writing tests for
the Celery task.

Instead of storing all 50k package data in the database, which might
exceed quotas in free tiers of cloud providers, I'll just store the
package name/summary/versions and have jQuery pull package data on the
client.
