integ-test: Simplify implementation with event

This makes the integration test much less hacky by removing the
dynamically-patched functions in favor of emitting a `reaction_added`
event payload from `fileIssue`. It also removes unnecessary room
messages.

Inspired to do this while drafting a new automated testing talk
(tenatively called "Automated Testing—Why Bother?") that uses the tests
from this program as examples.
