Adding logic to prune the streaming explanations

Streaming explanations no longer have the "emerging" pruning rule, so we
need some other pruning rules to make the result list more manageable.

Results from the StreamingSummarizationBenchmark go from a couple
hundred entries to just a dozen. By removing explanations which
add in extra attributes for WORSE risk ratio and support.
More work will be necessary to further
reduce the result spam, esp. by incorporating statistical confidence.
