Commit Message

Added @mutator decorator, that wraps singledispatch, but
dispatches on type of last arg (not first).

Changed mutator functions to use new @mutator decorator.
Switched order of args in function signatures, so event
is last arg, which is the case when reduce() is working
through a sequence of events.
