Commit Message

Remove FixedLenByteArray and use ByteArray instead

The only difference between the two is that `FixedLenByteArray` has an
extra `len` field, which is not space efficient considering every such
array instance will store a separate copy of this field. This uses
`ByteArray` for both array types, which may also simplify implementation
in future.
