SW() updates for new fact gathering. Fix Juniper/ansible-junos-stdlib#222 (#700)

* Update SW class to work with new fact gathering. Fixes Juniper/ansible-junos-stdlib#222.

The SW class previously depended upon the existence of version_REx fact keys.
With enhanced fact gathering, these keys always exist, and are not a sign that
the device actually has multiple REs.

* Check to make sure junos_info key exists.
Update unit tests.

* Address Nitin's comment to ensure backwards compatibility with
old-style fact gathering.
