Rename topTotalingCluster() to bestCluster().

Then we'll have biggestCluster() and bestAverageCluster() to round out the selection. We'll carry this "best means score" convention into the future, because that nudges people toward the way score is most often used.

Update docs with the results of merging the clustering-in-ruleset branch.
