Fix new-style fact gathering for SRX clusters. Fixes #697 (#698)

* Fix new-style fact gathering for SRX clusters

- SRX clusters use a different algorithm for assigning internal
routing-instance IP addresses. Therefore, additional logic is
needed to correctly populate the 'current_re' fact.

- Added a new 'srx_cluster_id' fact to store the cluster-id of
an SRX HA cluster.

- The master device attribute must account for the special SRX HA case.

- Additional logic to populate the 'version_RE0' and 'version_RE1' facts
in the SRX HA case.

* Adding unit tests and PEP8 cleanup.

* Incrementing version info.
