feat(fetch): bump make-fetch-happen for new restarts

This make-fetch-happen bump effectively gives pacote an automatic
offline mode: since `default` will fall back to stale requests on error,
make-fetch-happen now skips the retry process on ENOTFOUND (getaddrinfo
failure), as well as other unrecognized errors.

`opts.offline` can still be used to force offline installations, though!
