Cleanup enrich functions and add functions to utils.R

* Use simple reset_ncores_for_windows() function instead of repeating logic in each enrich function.
* Post-processing of enrichments is the same regardless of tests used, so post_process_enrichments() is in utils.R and called in each enrich function.
* Warnings for FET and Binomial tests are now in their respective test functions to reduce clutter in chipenrich.R
* Alphabetized functions in utils.R because it's nicer that way.
* Documented new functions in utils.R
