Select finally script based on device facts (#192)

* EOS finally script selector working.

* finally scripts working for all devices

* Updated all tests
standardized all bootstrap scripts.

* flake8 cleanup

* added documentation for new facts selection feature.

* version bump

* Added dev, image, and finally_script as instance variables for all bootstrap objects.
Only cumulus test is working. Other bootstrap tests need to be refactored.

* refactored bootstrap scripts to use image_name as instance variable

* fixed important typo in eos_bootstrap that caused config not to be saved

fixed pep8 violations.

* added retry for eos reload after upgrade, since it would sometimes get eAPI unavailable

* simplified eos reboot after os install

* updated put device facts to use image_name

* removed default profile dir since that function has been superseded by facts in os-selector
