* This isn't referenced by any ManageIQ code or default automate domains

These constants aren't used anywhere and we shouldn't mkdir at require time
Instead, let the first caller mkdir and cache that pathname

* Fixing timing issue

When there is a refresh and other operations are in progress we
could see that a vm was removed (ext_management_system is nil) but
the code still tries to use it.

Here are the operation when we see it:
- vm stopped and removed
- check whether migration is supported
- vm import validation
