Initial tests for Concrete Filesys

Began adding tests for the concrete filesystem layer. Required some minor
adjustments to the FilesysElement class hierarchy because ABCs don't work
correctly if they have implementations of their initializers. Makes it hard to
share an initializer amongst ABC descendants. Perhaps there is a cleaner way,
but for now the initializer is instantiated identically amongst the child
classes.
