Speed up template rendering with django.template.loaders.cached.Loader

This stores the compiled template the first time it's encountered which
should speed up the same template being rendered multiple times on a
page. This is documented here:

  https://docs.djangoproject.com/en/1.8/ref/templates/api/#django.template.loaders.cached.Loader

I think that all the custom template tags are thread-safe, which is the
only potential problem with adding this.
