Split/merge dialog: fix merge direction

The introduction of the Swap button caused the merge direction to be not
enforced all the time. The swapping and coloring logic is now much
simpler and this bug was fixed (A "<" was used instead of ">=").

Fixes catmaid/CATMAID#1540
