Tests: don't run project post_save signal for validation

Fixture loading interferes with signal handlers during testing with
parallel test workers. The post_save signal handler sometimes is not run
before a test is executed. This causes test to fail that expect project
validation to have run---e.g. due to using the 'annotation' class. For
some reasons this problem shows only up with Python 3.
