Add router tests and fix related issues

Integration router tests runs all combinations of using goagain, config.HttpServerOptions.OverrideDefaults, and control API on separate port.

Following fixes made:

main.go:334 - Fixed “/tyk/api” endpoint without slash

main.go:1315 - Fixed control API when
config.HttpServerOptions.OverrideDefaults is true (both when with
Goagain and without)

main.go: 1330 - Fix: do not bind control API if RPC_EmergencyMode turned
on

main.go: 1370 - Fix ControlAPI on separate port in forked process

main.go: 1340 - Potential fix by not using `http.Handle(“/“, …)` in
favor of `http.Serve`
