ciao-launcher: Add InstanceStopped support to test utilities

This commit updates ciaolc and ciao-launcher-server so that they can
be used to test the InstanceStopped event.  ciaolc stop will cause
an instance to be deleted and the InstanceStopped event to be generated.
The event can be viewed via ciaolc drain.
