Add arbitrary date range support to_iso8601 / from_iso8601

from_iso8601 amended to accept two isostrings seperated by '/'.
Tests added to check different kinds of dates are converted into
ApproxDate and back successfully.

This also updates to_iso8601 so that it will try and render the
simplest version of a date range.
