Add explicit strict null checks in. (#1763)

* Bump TS version to 2.2

* Add compiler strict null checks and return check.
This commit also fixes the associated compile time issues that were
encountered once these checks were enabled.

* migrate run lighthouse to async.
This gives us better type saftey around chrome launcher
