Scaled kl (#460)

* Adds a feature to scale different KL terms in ELBO by user-specified scalars when computing the loss.

* Move kl_scaling argument to initialize() instead of __init__() in klqp.py

* Incorporates low-level pep8 and python related comments.

* Fixed ds.kl back to kl_multivariate_normal.

* Fixed incorrect call to kl_multivariate_normal.
